Yesterday morning, Conservative backbencher and former cabinet minister Michael Chong introduced a private member's bill in the House of Commons. He wants all MPs to have more power -- power to represent their constituents.
Mr. Chong says the Reform Act outlines the basic principles of responsible governance, making party leaders accountable to their elected party members.
The bill proposes basic reforms that serve to give more control to local riding associations over the naming of candidates. It would also strengthen party caucuses as decision-making bodies.
It would also enact rules that already exist in other parliamentary systems, giving caucuses the power to place leaders under review, and expel, or reinstate, sitting members.
