In the wake of the tragic shooting of Sammy Yatim by Toronto police, the force's chief, Bill Blair, commissioned an independent review into how the police handle encounters with mentally distressed people. That report was released today.

Northern Ireland "appointment" shootings
They may be a sign the paramilitaries in Northern Ireland are once again gaining strength. On Tuesday, a 32-year-old man from Londonderry's protestant community apparently agreed to show up to be "punished" under threat of danger from unionist forces. He was then allegedly shot in the legs.
