Tarek El-Rafie accused of shooting at cousin in gang unit investigation

Accused granted bail but must abide by a number of conditions
A man accused of shooting at his cousin from a moving vehicle has been arrested, charged and released.
The guns and gangs unit arrested 24-year-old Tarek El-Rafie last week for a shooting that took place in August. Officers were called to the 100 block of Whitehorn Cres. N.E. that night for reports of a gunshots from one vehicle at another.

The victim who initially called 911 became unco-operative with police once they began investigating.
El-Rafie was questioned and released in the days following.
Over the weekend he was pulled over by police but drove off when he was asked to step out of the vehicle.
Officers arrested him last Saturday at the airport booking a ticket to London. He told them he was heading to Lebanon where he would be joining his fiance.
El-Rafie now faces seven weapons-related charges, including dangerous driving, assault of a peace officer to resist arrest, assault with a weapon, resisting arrest and unlawfully escaping custody.
He was released on bail on Monday morning.
