Should Canadians get a guaranteed minimum income?

Next week Conservative senator Hugh Segal will give a speech in front of a convention of business owners, about ways to eliminate poverty in Canada. He'll tell them the idea he favours is the establishment of a guaranteed minimum income for all Canadians. In the 1970's it was tried in Dauphin, Manitoba, and Segal says "mincome" should get another chance. Before he heads to that convention, he'll make the case here on The 180.
