NATO's supreme commander, Wesley Clark, has announced he will leave his post early.
But the American denies his decision is due to his performance in guiding the recent air campaign against Yugoslavia.
Clark is due to leave in April, three months short of the end of his term.
Pentagon officials say the move is part of a normal rotation that includes other regional commanders.
