Early on in the Cold War, the United States suspected its enemies of controlling the minds of their hostages and prisoners. Brainwashing appeared to be the ultimate weapon. Accordingly, the CIA set out to crack the code with a new top-secret program that was to finance all manner of nebulous experiments worldwide, including in Montreal. It was only thanks to the dogged efforts of a handful of journalists that the murky affair would come to light.
